Three problems called privacy
Before spending anything, classify the complaint into three buckets.
Visual privacy is about being seen: your screen, your desk, your face. Easiest of the three, because a barrier at the right height genuinely blocks a line of sight.
Speech privacy is about being overheard: can someone understand your words? Hardest of the three, because understanding speech only needs a fraction of the sound to arrive intact.
Acoustic comfort is about being distracted by other people. A room problem more than a workstation problem, and the wins are overhead and underfoot.

What panel height actually buys

The key sentence: taller panels alone will not deliver speech privacy. A 65-inch panel stops the straight-line path between two seated people, which is why it feels better the day it goes in. But speech has other routes: over the top, off a hard ceiling into the next station, down the aisle. If the requirement is "nobody can follow this conversation," a panel of any height is the wrong purchase. Spend the money on a door.
The ABC framework: absorb, block, cover
Acousticians describe the toolkit as ABC. It is a quick way to check whether a plan is balanced or leaning on one tool for three jobs.
- Absorb. Porous surfaces convert sound energy instead of reflecting it: acoustic ceiling tile, carpet, fabric-wrapped panels, upholstered seating, baffles. Absorption lowers the overall level and kills the reverberation that makes a room feel loud.
- Block. Solid mass in the path: full-height walls with a door, slab-to-slab partitions, enclosed booths. Blocking is the only tool that genuinely stops speech. Panels are partial blocking: they block a path without enclosing a volume.
- Cover. Raise the background level so distant speech falls below intelligibility. This is sound masking. It does not make the office quieter; it makes far-off speech stop being words.
Panels are partly A, partly B, never C. That is why panel-only projects disappoint. Tall panels plus continuing complaints is not a failure, it is one third of the job done.
Ceiling and flooring: the biggest unaddressed absorbers
Look up. The ceiling is usually the largest uninterrupted surface in the room, and it sits directly above everybody's head. Sound leaving one workstation hits it and lands in the next one. If it is exposed deck, painted drywall or old hard mineral tile, nearly all of it comes back down.
Absorptive ceiling tile is usually the best value per dollar in the project, because it works on every seat at once instead of one workstation at a time. If the deck is open for design reasons, baffles or clouds above the densest runs get most of the benefit. Treat the loudest zone first, not the whole floor.
Flooring is the second thing people skip. Hard surface turns every chair roll and heel strike into a noise event and reflects speech down the aisle. Carpet tile in the workstation zones, hard surface in circulation and break areas, is a reasonable compromise and a one-weekend project. Count the furniture too: fabric-wrapped tiles, upholstered chairs and soft-front storage all absorb, so specifying fabric instead of laminate on a remanufactured order adds absorptive area to something you were buying anyway.
Sound masking and when it earns its cost
Sound masking is a network of small speakers, usually above the ceiling, emitting a tuned broadband sound shaped to the frequency range of speech. Done right nobody notices it is on; they notice the conversation two rows over stopped resolving into words.
It earns its cost when the floor is large and open, the ceiling is hard, the complaint is specifically overhearing rather than general loudness, and the absorption work is done. It does not earn its cost in a small office. Under roughly 20 people the same money buys one or two enclosed rooms, which solves the confidential-conversation problem outright instead of blurring it.
Two warnings. Masking is a commissioned system, tuned on site zone by zone; at a factory setting it is either useless or irritating. And it raises the background level, so a quiet floor will feel busier afterward. Pilot one zone before wiring the building.
Phone booths and focus rooms
If the real problem is confidential calls, the honest answer is enclosure. A single-person booth with a door, a fan and a light does what no panel height can. Freestanding booths drop in without construction and move with you at the next lease; a framed room is cheaper per square foot if you have a wall to build against. Rough ratios, to adjust after watching a normal week:

Place booths near the teams that use them. A booth 90 seconds away gets used for scheduled calls and skipped for spontaneous ones, which are exactly the calls the neighbors complain about. Keep them off the heads-down rows: a booth door opening all day is its own distraction.
Layout moves that cost nothing
Before buying anything, reorganize. These moves change noise exposure using labor you are already paying for. The configuration picker shows how the common arrangements behave.
- Orient the runs. Back-to-back rows put two spines between neighbors and stop people talking across a low panel into each other's faces. Face-to-face benching is the loudest normal arrangement.
- Move circulation away from heads-down work. The main walking path should not cut through the quiet team. Route it along the window line or the core.
- Relocate the noise generators. Printers, copiers and coffee attract standing conversation. Cluster them, ideally behind a hard boundary, and keep them out of the accounting row.
- Separate by work mode, not org chart. Phone-heavy teams on one side, heads-down teams on the other. Noise profile beats departmental adjacency.
- Break long sightlines. A 60-foot uninterrupted view down a row feels exposed and lets sound run. Interrupt it every 20 to 30 feet with a storage tower, a tall-panel end cap or a planter run.
- Nobody's back to a main aisle. Someone reading over your shoulder is a real complaint, and rotating the station fixes it for free.
Where privacy is non-negotiable
Some work cannot be done in the open regardless of budget or panel height. Put these in the program as enclosed rooms on day one, not as an upgrade to argue about later.
- HR. Discipline, terminations, accommodation discussions, compensation, personnel files. HR needs a door that latches and ideally a second exit path, so an upset employee does not walk the length of the floor.
- Legal. Privileged communication can be undermined when third parties overhear it. In-house counsel and anyone on litigation or contracts needs an enclosed space plus lockable storage.
- Finance and payroll. Compensation data, banking credentials, vendor payments. Screen visibility matters as much as overhearing, so turn monitors away from traffic and use tall panels if those desks sit in the open.
- Healthcare-adjacent work. Billing, claims, scheduling, intake, anything touching protected health information. Reasonable safeguards mean conversations that are not casually overheard, screens that are not casually read, and paper in locked storage. Confirm your obligations with counsel or your compliance officer.
- Recorded call center work. Adjacent-seat crosstalk lands on the recording, which is a quality problem and a compliance problem at once.
Translation: give these functions a door. If the plan will not allow it, give them tall panels, a corner away from circulation, lockable pedestals and a bookable room within a short walk.
A staged plan on a small budget
You have a complaint now and not much to spend. Work in this order, and stop when the complaints stop.
- Diagnose. One week, no money. Ask the ten loudest complainers which of the three problems they have. Walk the floor at 10am and 2pm. Usually one team and one zone generate most of it.
- Re-layout. Labor only. Rotate exposed desks, move the printer and coffee, reroute the main aisle, regroup by noise profile, break the longest sightlines with furniture you own. One pass, not weekly nudges.
- One enclosed room or booth. If confidential calls are in the complaint, this is the highest-value single purchase, and it goes ahead of any panel spend.
- Absorption overhead, worst zone only. Ceiling tile or baffles above the densest run, plus carpet tile there if the floor is hard.
- Panel height where it maps to a real requirement. Tall for finance, HR-adjacent and screen-exposure seats; low or mid elsewhere so the floor does not go dark. At x0.95, x1.00 and x1.08, mixing heights costs little and reads as intentional.
- Sound masking last. Only if the floor is large, the complaint is still overhearing, and steps two through five did not close it.
